Create master data

Trigger: A business unit submits a request to establish a new enterprise entity, such as a manufactured part, supplier, or customer.

1. Receive master data creation request
2. Check enterprise systems for existing duplicates
3. Validate required data fields and formatting
4. Assign classifications and compliance attributes
5. Route data record for stakeholder approval
6. Publish active record to target systems
